Chabot: Ruff got it wrong

        Like the other House prosecutors, Rep. Steve Chabot, R-Cincinnati, said White House counsel Charles Ruff was eloquent but wrong.

        “He's just wrong on the facts,” Mr. Chabot said. “The president, in my mind, very clearly committed perjury and obstructed justice.”

        The case against Mr. Clinton is a forest, Mr. Chabot said, adding that Mr. Ruff is going after some of the trees to confuse the issue.

        “He has picked out one or two trees to try to focus attention on those trees.”

        Mr. Chabot disputed speculation that Mr. Ruff hurt the prosecution. “I don't think he wounded our case,” he said.
