WASHINGTON — Sens. Mitch McConnell and George Voinovich said the House managers' use of videotaped testimony Saturday bolstered the case for removing President Clinton.

“I thought they were very effective in presenting the House case,” Mr. Voinovich, R-Ohio, said as he left the Senate to walk back to his office.

Similarly, Mr. McConnell, R-Ky., said, “I thought it was very helpful for anybody in the Senate who had an open mind.”

But Mr. McConnell said he believed Democrats have their minds closed as the trial moves toward summary arguments on Monday.

Sen. Mike DeWine, R-Ohio, refused to comment on the effectiveness of the testimony but reiterated his opposition to censure.

Mr. McConnell refused to rule out that option.

“It depends on what the wording is,” he said.

Mr. Voinovich said he hasn't decided yet.
