Improvements in police oversight

Cincinnati Police Division and city safety officials say they have made the following improvements during the past year in the oversight of the division's Internal Investigations Section.
In May 1996, the Internal Investigations Section was moved out of District 1 police headquarters to a building in Queensgate. Police officials said the move would put a bigger wall between internal investigators and officers - and chip away at a community perception that investigators are too close to the police they investigate.
In February, a restructuring was undertaken to have the internal investigations section - which previously reported to an assistant chief - report directly to the police chief. "It seemed like a natural thing and a better thing to have them report directly to the chief for better accountability, really," said Lt. Col. Theodore Schoch, an assistant police chief.
Each Monday, the city's safety director, police chief and the captain overseeing internal investigations meet to discuss cases and issues concerning the section.
