Auditors from Deloitte & Touche examined the program's records during the two-year period that ended June 30, 1997. Other findings included:
A lack of adequate procedures to ensure participants are enrolled in kindergarten through third grade as required. In one case, the program paid $8,250 to send a child to a nursery school for severely disabled children.
School officials followed up with a letter stating the child actually was in kindergarten at the time.
Little if anything is done to determine whether a "habitually absent" student should continue receiving a state-funded voucher. No communication is required between a child's tutor and teacher to determine the student's learning needs and progress. There also are no procedures to ensure the tutoring took place.
