Peggy Casey's lower torso was found in early April 1994 and her legs, head and arms were found in plastic bags about two weeks later. The Covington woman's upper torso, from her rib cage to her neck, have never been found.
Her family -- enduring the pain of watching her remains come home in fragments -- are still waiting for firm leads. Leads to Ms. Casey's killers.
On Thursday, the family learned that Kentucky authorities are investigating a new lead in the dismemberment death. An arrest would help end the anguish the family has gone through since the 37-year-old mother of four disappeared April 1, 1994.
"Believe me, it's been hard, but with God's help, we've been able to do it," said Tense Wilson of Northern Kentucky, Ms. Casey's sister.
"We need closure on this."
The lead in Ms. Casey's death involves people who may have lived in the Champaign County, Ohio, or Covington, Ky., areas, Miami County sheriff's Capt. Joe Mahan said. Authorities have yet to locate the individuals, he said.
Ms. Casey was last seen alive at the Bottoms Up bar in Covington. The next day, a man fishing in Miami County, Ohio, found what later proved to be her lower torso.
Throughout the ordeal her four children, ages 6-19, have stayed strong, her family said. They remember a good mother.
"She was just a caring person," said her brother William Casey. "She cared about her kids. She liked people. She was just a good-hearted person."
But authorities have kept the family in the dark about the case, Ms. Casey's siblings said.
"To tell you the truth, they haven't contacted us about it," her brother said Thursday night after learning about the new development on the 6 p.m. news.
Covington Assistant Chief Bill Dorsey called the Miami County Sheriff's Department several times Thursday, but could not reach the sheriff.
