Taft's plan

Ohio Republican gubernatorial candidate Bob Taft announced his plan Wednesday for increasing money for public schools without raising taxes.
It includes:
Issuing an executive order, if he's elected governor, that imposes a hiring freeze on state employment with limited exceptions. Instructing staff members to recommend ways to reduce the number of Cabinet-level positions by an unspecified number to streamline government and cut overhead costs.
Appoint a Management Improvement Commission to review government and recommend savings. It is modeled after similar commissions appointed by Republican Gov. George Voinovich and his predecessor, Democrat Richard Celeste.
Expand the state auditor's school performance audits to include recommendations to reduce overheard, and have the auditor issue an annual report that tracks education spending, including money from the state lottery.
Hold a "Mandate Relief Summit" to explore how the state can free schools from regulatory burdens. The panel's review will include two new laws, which he supports, that impose new financial and academic mandates on local schools.
