Father charged, both parents jailed, after 11-month-old hurt

Wednesday, May 27, 1998

The Cincinnati Enquirer

An 11-month-old English Woods girl was in critical condition Tuesday, and her mother and father have been jailed, police said.

Cincinnati police arrested the 27-year-old father for allegedly causing "serious physical harm" to the infant.

Police were dispatched at 1:45 a.m. Tuesday to Children's Hospital to investigate "life-threatening" injuries to Cassie Williams.

The child's father, Charles Williams Jr. of the 900 block of Blair Court in Avondale, was charged with felonious assault and endangering children. The girl's mother, Christel Freeman, 24, of the 2000 block of Sutter Avenue, English Woods, was charged with two counts of child endangering.

The parents had taken the infant to the hospital. The girl was described as not responsive.

Police allege Mr. Williams harmed the infant girl about 9:30 p.m. on Memorial Day.

At 5:05 a.m. Tuesday, police wentto the Sutter Avenue apartment and found Ms. Freeman's two other daughters -- _ ages 4 and 7 -- alone. Investigators determined the children were alone between 9:30 p.m. Monday and 5:05 a.m. Tuesday.

Both adults were being held at the Hamilton County Justice Center without bond. The children were placed in the custody of the Hamilton County Department of Human Services.

Human Services confirmed Tuesday that it had had previous involvement with the family -- from 1996 to early 1997, before the youngest child was born, according to a spokesman for the department. That case has since been closed.

Anyone with information concerning the case is urged to call Crime Stoppers at 352-3040. Callers may remain anonymous.
