Police promote 48

Wednesday, August 26, 1998


The Cincinnati Police Division is promoting 39 sworn and nine civilian members from its force of about 980 officers. The promotion ceremony is scheduled for 1 p.m. Thursday at City Hall, 801 Plum St.

The following have been promoted to:

Lieutenant colonel (assistant chief): Richard Biehl and Ronald Twitty.

Captain: Michael Cureton, Gene Hamann, David Ratliff and Gregory Snider.

Lieutenant: David Bailey, Mark Briede, Douglas Carmichael, Denise Carpenter, Arthur Frey, Kimberly Frey and John Kraft.

Sergeant: Gregory Cowell, John Day, Maris Herold, Herbert Hood, Shauna Lambert, Michael Neville, Michael Savard, Anthony Shearer, Lisa Thomas, Lori Vanover, Randy Webb and Douglas Wiesman. Specialist: Robert Blankenship, Timothy Brown, William Bruner, Timothy Campbell, Donna Dees, Anthony Faillace, Judith Gallespie, James Givens, Alfred Gober Jr., Douglas Ibold, James Kelleher, Frank Milano, Jamel Smith and Richard Sulfsted.

Woman killed in Brown Co. crash

MOUNT ORAB, Ohio -- A 50-year-old Mount Orab woman was killed Tuesday in a two-vehicle crash at Brooks-Malott and Bardwell West roads in Brown County.

The Ohio State Highway Patrol said the crash occurred at 2:48 p.m. in Green Township about 1 mile northwest of here.

Two people in one vehicle were taken to Clermont Mercy Hospital for non-life-threatening injuries. A 4-year-old in the victim's vehicle was not injured.

The name of the victim was being withheld pending notification of relatives.

Additional details of the crash were not immediately available.

Hearing postponed in shooting case

CHILLICOTHE, Ohio -- For the second consecutive day, the parole hearing for a former Loveland man who shot a Montgomery police officer during a botched bank robbery nine years ago was postponed.

Gregory Cooper has served nearly nine years of an 11-to-25-year sentence. The hearing was rescheduled for October, said a spokeswoman for the Ross Correctional Institution, where the hearing was to be held.

Mr. Cooper was 27 when he shot officer Michael Young twice outside the Society Bank on Montgomery Road in December 1989. Officer Young suffered a bruised lung when a gunshot struck his bulletproof vest and nerve damage when a second shot from Mr. Cooper struck him in the thumb.

Mr. Cooper, also wounded by gunfire, was caught nearby.

Officer Young strongly opposes Mr. Cooper's release.

Anderson homes stay in city school district

A judge has affirmed the Ohio Department of Education's 1997 decision to stop an Anderson Township neighborhood from seceding from Cincinnati Public Schools to the Forest Hills School District.

Judge Richard Sheward of Franklin County Common Pleas Court decided the neighborhood -- known as the "Four Mile Area" because of its proximity to Four Mile Road -- should remain in the Cincinnati district.

Although only about 20 students from that neighborhood attend city schools, the area -- with about 125 homes -- represents about $400,000 in tax revenues for the district, said attorney David DiMuzio, who represented the district.

Homeowners petitioned for the transfer in 1994.

WAKW festival at Parky's Farm

SPRINGFIELD TOWNSHIP -- The second annual WAKW Family Festival will be 10 a.m. to 8 p.m. Sept. 5 at Parky's Farm in Winton Woods.

The festival will feature free games, pony rides, wagon rides, a coloring contest and a free concert with Aaron Jeoffrey, Carolyn Arends and the Crossing.

Jury recommends death penalty

DAYTON, Ohio -- Antonio Franklin gazed blankly at the courtroom ceiling and showed no emotion Tuesday as a jury recommended he get the death penalty for the murders of his grandparents and uncle. The jury last week found Mr. Franklin, 20, guilty of aggravated murder, arson and robbery in the April 1997 slayings and the burning of the home where their bodies were found.

Judge James Gilvary must decide whether to accept the jury's recommendation or sentence Mr. Franklin to life in prison.
