County settles bias complaint
Ex-secretary to be paid $65,000

Hamilton County commissioners agreed Wednesday to pay $65,000 to settle a claim of age and disability discrimination brought by Lois Keiser, a former secretary with the Tuberculosis Control Program.

At the same time, the agency's director may be resigning, county officials said Wednesday. Anthony Phurrough, the director, could not be reached.

"Because of what is transpiring, it is my understanding that there has been no final decision (about Mr. Phurrough). The situation has not been resolved," said Charles Woode, executive assistant to the director of the Department of Human Services (DHS).

County Administrator David Krings said he thought Mr. Phurrough had resigned more than a month ago, with an effective date later this year.

Ms. Keiser retired at the end of February, days after filing the discrimination complaint with the Equal Employment Opportunity Commission, Mr. Woode said.

Ms. Keiser could not be reached.

Her lawyer, Martin McHenry, did not return telephone calls Wednesday.

The Tuberculosis Control Program was placed under DHS management in January after operating for years as a separate agency.
