New postal rates

        Postal rates are rising an average of 2.9 percent Sunday, the first increase since 1995. New rates will be:

        • Letters under 1 ounce — 33 cents; a 1-cent increase.

        • Letters more than 1 ounce — 22 cents per ounce; a 1-cent decrease.

        • Stamped postal cards — 21 cents; a 1-cent increase.

        • Priority mail — $3.20 for up to 5 pounds; a 20-cent increase.

        • Express mail, priority mail and parcel-post pickup service will increase to $8.25 from $4.95.

        • Express mail up to 8 ounces — $11.75, a $1 increase. Up to 2 pounds — a flat rate for $15.75; a 75-cent increase.

        • Commercial regular standard mail increases 2.6 percent; commercial enhanced carrier route standard mail increases 2.3 percent; non-profit standard mail increases 14 percent; and non-profit standard mail enhanced carrier route decreases 8 percent.

        • Certified mail increases to $1.40 from $1.35. .

        • Post office box rentals increase 10.7 percent.
