Norwood to spend $1 M to fix streets


State grant should cover 30% of cost

        NORWOOD — Mayor Joe Hochbein announced a $1 million 1999 street improvement project Wednesday.

        It marks the third consecutive year city leaders have fed large sums into restoration of the street system.

        City council is expected to give final approve to the project soon. Of the $1 million, $300,000 represents a state grant for capital improvement projects in the city.

        “This year's project primarily targets a number of residential streets. However, we are still hoping to get (an additional) $150,000 state grant to fund (a resurfacing project) for sections of Orchard and Highland avenues,” the mayor said.

        City officials also are optimistic future grant money will become available for the much needed resurfacing of Montgomery Road — the city's main artery, the mayor said. Engineering of that project, paid for by a $90,000 state grant, has been completed.

        Last year, grant money was acquired for reconstruction and resurfacing of Carthage Avenue — another main road.

        “We are taking out money for road improvements at the beginning of our budget process,” the mayor said.

        From 1987, when General Motors Corp. closed its assembly plant here, until 1997, budget constraints caused by declining revenues resulted in a deteriorating infrastructure and roads were not maintained.

        “We are doing quality restoration work on our streets, not just patching and sealing. It will take at least 10 years to complete the project throughout our city,” Mr. Hochbein said.

        Streets earmarked for work this year are: Avilla Place; Catherine, Hannaford and Harper avenues; Laura Lane; Irving Place; Spencer Avenue between Williams and Cleneay avenues; Warren Avenue north of Dale Road; Elm Avenue from Section Avenue to Montgomery Road; Grove Avenue between Williams and Forest avenues; and Madison Avenue from Floral to Lafayette avenues.
