Builder recommended for Boone Co. courthouse


Codell submits bid of $249,000

        BURLINGTON — Boone County administrators recommended Tuesday night that Codell Construction Co. be selected to oversee construction of a new courthouse.

        “They have not only the experience, but the lowest price,” said County Administrator Jim Parsons. The recommendation goes to Boone County Fiscal Court.

        Codell's bid was one of three received by the county. Codell bid $249,000 with a construction period of 12 months. Dugan & Meyers' proposed $435,000 with a 16-month construction period. BBL-Maescher offered $340,350 over a 12-month period.

        Each company was asked to submit a fee based on the $7.9 million budget.

        Jim Codell, vice president of Codell Construction, said he appreciated the opportunity for his company to be considered.

        “We've been tracking this job for the past year and a half,” he said. “If they go ahead and pick and architect, it (the project) can get started.”

        Mike Velikoff, who has had several years' experience on commercial projects throughout the area, would be the on-site representative for the Winchester-based company.

        Mr. Parsons also recommended that the county request proposals for an architect. Basic schematics were done by Gartner Burdick Bauer-Nilsen, an architectural firm with offices in Florence and Cincin nati.

        Mr. Parsons said the county never advertised for the position and that he would feel more comfortable if it did. GBBN will be free to bid.

        Mr. Parsons also requested that architects provide a facility analysis so the county can design the project with future space needs in mind.

        Although a location has not been selected by the court, the new justice center may be built between the administration building and the old county courthouse. District court offices and courtrooms are in the administration building. Circuit court is in the old county courthouse.

        Mr. Codell said it could take six months to get the project designed, so construction won't likely start until late summer or early fall. Construction is scheduled to be complete in 2000.

        “It can be done it it's pushed,” he said.

        The Fiscal Court is expected to vote on the construction manager bid and to approve advertising the architect position at 6 p.m. Jan. 26, its next meeting.

        In other business, the new fiscal court is reviewing tax incentive packages for Mattel Distribution Inc. and Leslie's Poolmart for locating in Boone County.

        Leslie's Poolmart is creating a warehouse and distribution center for pool supplies at 1231 Aviation Blvd. The company plans to hire 31 Kentucky-resident employees.

        Mattel Distribution Inc. is creating a warehouse and distribution center for toys and collectibles at 2850 Earhart Court. Mattel plans to hire 50 Kentucky residents.
