Union wants officer on full duty
Fairfield seeks source of notes
BY JANICE MORSE
The Cincinnati Enquirer
FAIRFIELD TOWNSHIP A Butler County police union has instructed its lawyer to insist that Fairfield Township officials remove a police officer from administrative leave and return him to work.
I have been authorized to do whatever is necessary to restore Officer Donnie Greene to full active duty, Mike Shanks, lawyer for Fraternal Order of Police Lodge 38, said Thursday.
At a meeting Wednesday, the union directed Mr. Shanks to take action on behalf of Officer Greene, Mr. Shanks said.
Mr. Shanks said he intended to send a letter today demanding reinstatement of Officer Greene, who was placed on a paid leave Jan. 20 amid an investigation of anonymous, harassing notes sent to township officials and other township employees.
Township Administrator Kate Earley declined to comment until she sees a copy of Mr. Shanks' letter. She added that Police Chief D. Michael Kirsch, in consultation with township trustees, probably would decide what action to take in response.
Chief Kirsch has stated he placed Officer Greene on leave pending the completion of an internal personnel investigation. He said the leave was not disciplinary in nature, but gave no specific reason for it.
He's never been given a reason. That's what's so offensive, Mr. Shanks said.
Officer Greene was placed on leave a week after he was scheduled to undergo a lie-detector test amid an internal investigation into inappropriate communications to township officials and employees, office memos say.
The Butler County sheriff's office has said Fairfield Township trustees asked investigators to perform lie-detector tests on everyone in the township's police department.
