Pictoria Island plan to be shown
Offices, eateries in revised plan

SPRINGDALE The public can view revised plans for the proposed Pictoria Island during a public hearing in council chambers Wednesday.
Presented by Tipton Investments, the proposal features a 720,000-square-foot complex of four restaurants, five office buildings and two parking garages on 39 acres between Avon Products Inc. and Showcase Cinemas, on the north side of Interstate 275.
Council members were updated on the long-awaited proposal in January and, despite some concerns about traffic congestion, the plan was well received. Council will vote on the proposal following the public hearing. If it is approved, the project will go back to the planning commission for a final OK.
Originally proposed in 1995 by partners Dick Moore and Steve King of North King Co. Ltd., the plan called for developing 23 acres of the area into a Disney-like entertainment complex covering 550,000 square feet at a cost of between $60 million and $80 million.
Scheduled for completion in 1998, it was to feature restaurants, shopping, an amphitheater, a tram and hot-air balloon rides. But the complex never materialized.
Bill Woodward, one of three partners in Tipton, which is working with Pictoria's original developers, said that plan was wrong for the area.
The new plan incorporates 16 additional acres spreading north of the original 23 acres to Crescentville Road.
Mr. Woodward predicted the new project would bring about 3,500 jobs to the area, cost about $100 million, and take at least five years to complete.
The public hearing will take place during council's 7 p.m. meeting.
