Top two vote-getters in primary meet in November. • Term: Four years. • Pay: Double council member's salary. • Powers: Not a voting member of council, but would preside over council meetings and have veto power, which could be overridden by six votes on the nine-member council. Hire and fire the city manager with consent of council majority. Appoint council committee chairs and vice mayor.
