Charges pile up against mom accused of killing 7-year-old

        Accused killer Belanda Moore was indicted again Thursday, this time on charges of failing to seek medical help for her dying 7-year-old daughter.

        A Hamilton County grand jury added a second charge of endangering children to Ms. Moore's indictment. Her daughter, Jasmine Wilkerson, died Feb. 12 from internal injuries that prosecutors say were inflicted by Ms. Moore.

        They say the Winton Hills woman whipped the child with a belt and kicked her in the chest as punishment for misbehaving in school.

        The beating, they say, left Jasmine with a lacerated kidney and liver.

        Ms. Moore was charged last month with murder under a new state law that expands the definition of that crime, allowing prosecutors to use it in cases that previously were indicted only as involuntary manslaughter.

        Because the constitutionality of the law is being challenged, prosecutors also added the charge of involuntary manslaughter to Ms. Moore's indictment.

        They have done the same thing in several other murder cases, saying it is a precaution in case the murder statute is eventually ruled unconstitutional.
