Morrow man escapes from rehab center

LEBANON A Morrow man escaped from a rehabilitation center earlier this week.
Steven Phelps, 20, of 8747 Morrow-Cozzadale Road was reported missing from the Community Correctional Center (CCC) Monday evening. Warren County prosecutors said Mr. Phelps was convicted on breaking-and-entering charges and was sentenced March 5 by Warren County Common Pleas Court Judge P. Daniel Fedders to three years' probation, which included six months at CCC.
Mr. Phelps' escape from the CCC, a facility that includes drug and alcohol treatment, is not considered in the same category as an escape from jail or a prison. There is no manhunt for Mr. Phelps since he is considered a probation viola tor.
Warren County Sheriff Tom Ariss did not return phone calls inquiring about Mr. Phelps and deputies' efforts, if any, to find the convicted felon.
Mary Spottswood, director of CCC, would not confirm that Mr. Phelps was an inmate at the facility, which is operated by Talbert House of Cincinnati and the Ohio Department of Rehabilitation and Correction. She said federal drug treatment confidentiality laws protect all those at CCC.
Everyone here is on probation. We don't go out and try to find these people. The probation officer or sheriff's department find them, she said.
Officials from the Warren County Probation Department were unavailable for comment.
