Officer indicted in incident outside bar

        NEWPORT — A Fort Thomas police detective has been indicted by a Campbell Circuit Court grand jury on a charge of tampering with physical evidence for allegedly concealing the gun that his son shot outside a Newport bar in January.

        Foy Razor, 48, of Fort Thomas would face up to five years in prison if convicted of the tampering charge. He also was indicted on charges of evading police and fourth-degree assault for his alleged actions on the night of Jan. 10.

        His 26-year-old son, Bryan, has been indicted on a first-degree charge of wanton endangerment for his own alleged involvement.

        The indictments were returned against them Tuesday. Grand juries generally meet on Thursdays, but there is a special prosecutor involved in this case. He is Ray Larson, commonwealth attorney of Fayette County.

        Detective Razor and his son will be arraigned in Campbell Circuit Court on April 8.

        Investigators have said the two were at Captain's Cove Lounge, Fifth and Monmouth streets, in Newport when a fight broke out. Detective Razor, who was off duty at the time, allegedly kicked a man trying to break up the fight involving his son.

        Bryan Razor allegedly fired a .38-caliber pistol in the air once the fight continued outside. There were more than 20 people in the area.

        Court documents state that Detective Razor then grabbed the gun, put it in the trunk of his unmarked police vehicle and drove off with his son.

        He fled from Newport police, who were arriving on the scene. A stop was made after a 41/2-block pursuit.

        That's when he “made an additional attempt to conceal physical evidence at the traffic stop by stating, "I don't have any guns in the car,' ” court documents state.

        Newport Sgt. Coy Cox has said that he then searched Detective Razor's trunk and discovered a gun fitting the description of the one shot outside Captain's Cove Lounge.

        Detective Razor is a 13-year veteran of the Fort Thomas police force. He also faces administrative charges in the Jan. 10 incident.

        They are for alleged dishonesty, failure to obey the city's police manual, disregard or repeated violation of safety rules and not making reasonable use of his detective vehicle. The administrative charges will stand until the criminal charges have been resolved.

        Detective Razor has been off duty since the Jan. 10 incident. He has been suspended without pay.
