State says family won't get benefits
COLUMBUS, Ohio The sons of a state employee shot to death by her supervisor last year do not qualify for death benefits because the shooting resulted from the end of the couple's relationship and was not work-related, the state has ruled.
Rhonda Rowe, the sister of victim Shasta Dotson, is seeking the benefits from the state's workers' compensation insurance fund on behalf of Joseph Wright, 15, and his brother, Douglas, 17.
Ms. Dotson, 40, was chief of office services for the Ohio Bureau of Employment Services. On March 18, 1998, William Evans, 51, the bureau's director of business management, shot Ms. Dotson then killed himself, investigators said.
Ms. Dotson's family said that Mr. Evans was upset over the couple's breakup.
The Bureau of Workers' Compensation denied Ms. Rowe's claim for the benefits and the decision was upheld by the Ohio Industrial Commission. The denial of Ms. Rowe's appeal turned the case over to Franklin County Common Pleas Court, where a hearing has been scheduled for March 2000.
