Minorities' health care panel's focus

        TOLEDO — A new city commission will focus on improving health care for minorities.

        The commission is targeting six health issues: infant mortality, cancer, cardiovascular disease, diabetes, HIV infections/AIDS, and immunizations.

        Statistics show that the city's blacks, Hispanics, and other minorities suffer from those illnesses at a higher rate than whites and many lack access to health care.

        Doni Miller and Mary Gregory, co-chairs of the commission, said new health care programs will be developed to fill gaps not provided by existing programs.

        The Toledo Minority Health Strategic Plan cited some disparities between whites and minorities:

        • The infant mortality rate of blacks in Lucas County (15.7) is more than twice the rate of that of whites (7.3).

        • The county cancer death rate among blacks is 200 per 100,000, compared to 140.9 per 100,000 deaths for whites. The death rate for blacks with diabetes is 29.4 per 100,000 deaths, which is higher than both the rate for whites (13.3) and the state average (16.7).

        • In AIDS cases, blacks in Lucas County make up 24 per 100,000 cases, Hispanics nine of every 100,000, and whites six of every 100,000.

        “It was easy to find the statistics showing the disparities,” said Ms. Miller, chief executive officer of the Neighborhood Health Association. “Now we want to develop and coordinate programs that will specifically address these disparities.”
