School-levy triumph repeated

MADISON TOWNSHIP Since May 4, when Madison Local Schools' bond issue passed by only seven votes, Superintendent William Caudill has fretted about what would happen when 22 walk-in ballots were eventually counted. He needn't have worried.
With all the votes tallied Tuesday, the margin of approval for the 7.97-mill bond issue actually swelled by eight votes. The final outcome: 1,091 in favor, 1,076 against.
It was so close, Mr. Caudill said. It's a relief to know there won't be an automatic recount.
Voters in this northern Butler County community just west of Middletown had rejected five bond issues in the past 30 months.
Ohio law requires the board of elections to conduct automatic recounts only if the margin between yes and no votes is less than 0.5 percent, said Betty McGary, deputy director of the Butler County Board of Elections.
For us to do a recount, the difference would have to have been 11, Mrs. McGary said. We've counted them twice now. There will be no recount unless someone comes forward and pays for it.
Madison's walk-in votes were among 192 the board of elections counted before certifying the results of the May election, Ms. McGary said. The walk-ins did not affect any of the results of the ballot issues, she said.
The $12.7 million bond issue will be used to build a high school on board-owned property next to Madison junior and senior high schools, Mr. Caudill said. When it is built, Madison Junior School and the high school will be renovated. Poasttown Elementary will close, and its students will be assigned to either the junior or senior high building depending on their grade.
Earlier this week, the board hired architects Steed-Hammond-Paul Inc. to design the new school and the renovations to the junior and senior buildings, pending the outcome of Tuesday's tally and final contract negotiations.
It's been a long two weeks, Mr. Caudill said. I was up in Piqua (Tuesday) looking at a project they designed there. ... We're moving right along.
