Boy accused of rape in juvenile jail


11-year-old tells of attack in restroom

        HAMILTON — A 13-year-old boy is accused of forcing an 11-year-old boy to perform oral sex on him at the Butler County Juvenile Detention Center.

        “It takes one aback,” Juvenile Court Director Rob Clevenger said Wednesday. Mr. Clevenger said he could not recall such an incident in his 16 years with the court.

        The court is conducting an investi gation to determine whether staff members were being as vigilant as they should have, or whether some procedures need to be changed, Mr. Clevenger said.

        The county sheriff's office is investigating the criminal allegations. The 13-year-old boy faces a rape charge; other charges could be filed against at least one of his alleged accomplices, Mr. Clevenger said.

        A sheriff's report released Wednesday said the 11-year-old gave this account:

        Just after noon Friday, he went into a restroom at the center and three older boys entered. As one watched the door, the others, ages 13 and 17, “threw (the Hamilton boy) to the floor ... then proceeded to kick and slap (him).”

        One of the alleged attackers left the room during the forced sexual act. As the victim left the restroom, the attacker threatened to kill the boy if he told anyone.

        Moments later, however, the alleged attacker told someone else what he had just done, the report said.

        The report said the attacker admitted what he did but refused to write a statement.
