Man accused of faking disability

A former Mount Auburn resident has been accused of fooling a psychiatrist into certifying that he was so disabled by mental illness that he could never repay five student loans.
Grand jurors said Kenneth Payne, 38, was not disabled, not unemployed and owed at least $27,856.
For using that certification to escape his debt, Mr. Payne has been charged with defrauding the U.S. Department of Education.
Jurors said Mr. Payne also lied to a Social Security representative, saying he claimed he was unemployed when he was employed full time.
As a result of that second fraud, grand jurors said, Mr. Payne received federal disability benefits of $6,682.
Mr. Payne not only was persuasive, but the psychiatrist also knew he was receiving disability benefits from Social Security.
Mr. Payne, 38, is thought to be in Maryland, Assistant U.S. Attorney Kathleen Brinkman said Thursday. Although he has not been arrested, she said she expects him to appear before a magistrate in Cincinnati on Sept. 23.
