Proposal to fix crumbling schools




        Gov. Bob Taft's aides provided more details Thursday about his plan to spend $10 billion in state funds during the next 12 years on school construction. Schools would have to raise $13 billion on their own to qualify. Most Southwest Ohio districts would be eligible in the later years of the plan, but would have to raise more locally than poorer schools in other parts of the state. Districts that fail to pass construction levies when eligible for state aid would not get any money.
