Panel offers concepts for mall

        MIDDLETOWN — The buildings that make up the beleaguered City Centre Mall could become stores, restaurants, small offices and even a drive-in theater if city commissioners select one of three redevelopment concepts.

        The concepts and marketing components were presented at a special commission meeting Thursday.

        Each concept calls for removing all or part of the mall canopy, demolishing the Hallmark, Finkelman and other mall outbuildings, and selective demolition and rebuilding of the Welfare building and the Fifth Third Bank branch.

        Restoring two-way traffic on Central Avenue and South Broad Street with curbside parking and a new public plaza at Central Avenue and Verity Parkway are included in all the plans.

        Cincinnati-based urban designers Scheer & Scheer, Inc. designed the concepts. ZHA Inc. developed a marketing plan for the area.

        The mall was built in the 1970s as part of a federally funded project. Central and Broad were closed to through traffic and a canopy was built over existing buildings.

        The mall, which some have called a dismal failure and a albatross on the city, has been nearly vacant for years. Commissioners opted to remove the roof, after months of debate.
