Rivals: Gov. cut corners

FRANKFORT, Ky. Two of Gov. Paul Patton's opponents claim the incumbent Democrat avoided campaign finance laws by accepting contributions past a cutoff deadline.
But Registry of Election Finance officials, who enforce campaign money laws, said the complaints do not recognize an important distinction between when a contribution is received and when it is deposited.
Reform Party candidate Gatewood Galbraith, a Lexington lawyer, and write-in candidate Hoby Anderson accused Mr. Patton's campaign of accepting nearly half its money after the deadline.
Mr. Galbraith told reporters at the Capitol that Mr. Patton was trying to operate under his own rules while subjecting the rest of us to the written rule.
The campaign's latest finance report, filed last week, showed that from Oct. 5 to Oct. 22 it deposited $635,207, or 48 percent of its total collections of $1.32 million.
State law says a campaign for governor cannot accept any contribution in the four weeks preceding an election, in this case beginning Oct. 5.
The campaign said it was inundated with contributions in the first few days of October and was unable to process all of them for many days.
