Montgomery fills two positions
Administrators bring experience

MONTGOMERY Two vacant city positions community development/planning director and assistant city manager will be filled next month.
City Manager Cheryl Hilvert said Frank Davis, current assistant development director of Troy in Miami County, will begin March 6 as community development and planning director.
Kate Earley, now administrator of Fairfield Township in Butler County, will begin March 13 as assistant city manager, Mrs. Hilvert said.
Mr. Davis fills the position vacated last year by Kathleen Buckley, who left to take a job in economic development and planning with Montgomery County. Mr. Davis will earn $55,000 a year.
Mrs. Earley fills the position of former Assistant City Manager Christi Gall, who decided not to return after a maternity leave. Mrs. Earley's job pays $50,000 annually.
Mr. Davis has a wealth of experience and knowledge in community development and planning. And, he is also expert in historic preservation. He has been involved in the Main Street development in Troy, Mrs. Hilvert said.
A background in historic preservation is an important asset in Montgomery since the city works to preserve its historic downtown area on Montgomery Road as well as landmark structures throughout the northeastern Hamilton County community of about 9,800 people.
Mr. Davis will be involved in other projects, too. We also are in the process of updating our zoning code ... and reviewing the zoning and permit fees to, generally, improve the process and procedure for obtaining permits, Mrs. Hilvert said.
Mr. Davis, who has a master's degree in community planning from the University of Cincinnati, was manager of the Norwood-based Hamilton County Business Center a small business incubator operated by the Hamilton County Development Company from 1989 to 1992.
There are three reasons for taking the job, Mr. Davis said. First, (in Troy) I'm assistant development director and I'll be the director in Montgomery. So, that also means there are some salary considerations. And, this gives me a chance to get back to Cincinnati. I've been (in Troy) since 1992. I'm from the east side of Cincinnati, went to Walnut Hills High School ... (and) own property in Pleasant Ridge, said Mr. Davis, 45, who is single.
I'm attracted to Montgomery because it is a prosperous, well-kept community with a lot of good things going for it an excellent park system, strong residential community with a commercial business base.
Mrs. Earley, a former assistant city manager in Big Bear Lake, Calif., and administrative assistant in Mesa, Ariz., and Fairborn, Ohio, brings a wide variety of management background and local government experience to our city. She will be a great asset to our staff, Mrs. Hilvert said. Mrs. Early has been administrator in Fairfield Township for the past four years.
Mrs. Earley will be be re sponsible for areas of the city's human resources department benefits, performance evaluations, compensation, insurance and scheduling among them. She will be involved in risk management functions including safety related programs and training for city personnel. She also will manage public relations functions be a liaison between the city's boards and commissions, the city manager said.
I will not come into any job with preconceived notions, but I understand Montgomery has an excellent staff and great cooperation among departments, and I believe in teamwork. Mrs. Earley has a bachelor's in English from Carroll University in Waukesha, Wis., and has done work toward a master's degree in public administration at Arizona State University.
