Values curricula proposed
House bill would offer grants

FORT MITCHELL — School districts would receive federal grants to develop curricula that teach values such as respect, responsibility and self-discipline under a bill U.S. Rep. Ken Lucas of Boone County is supporting..
Mr. Lucas, a freshman Democrat from Richwood representing Kentucky's 4th District, has co-sponsored the Character Counts for the 21st Century Act.
The legislation would provide grants to states and local school districts to design and implement character education programs that would teach trustworthiness, respect, responsibility, caring, fairness, citizenship, perseverance, courage and self-discipline.
Mr. Lucas said a character education program in North Carolina has “been effective in teaching children to make decisions with the use of strong moral compasses.”
Under the legislation school dis tricts could develop character education programs “tailored to their own needs and shared values, without heavy-handed federal mandates,” Mr. Lucas said.
“While parents have the primary responsibility to instill values in their children, our schools have an obligation to address this problem,” he said. “We ought to reinforce the work that parents do.”
