STAYING IN

        TV picks: ABC's plan for NYPD Blue (10 p.m., Channels 9, 2) has worked well. The network delayed its best series until January, then ran all 22 episodes without a rerun. Now it's rerunning those twice a week on Tuesday and Saturday. Tonight brings a terrific hour, introducing the precinct's new cop, Baldwin Jones.
