45%: Congress has no business dictating a drunken driving standard to the states.
20%: The .08 blood-alcohol standard is more appropriate than .10
20%: The .08 blood-alcohol standard isn't low enough.
15%: The .10 blood-alcohol standard used by most states is sufficient.
