Environmental issue wins in Ohio

COLUMBUS A statewide issue to borrow $400 million for environmental cleanup and preservation won with 57 percent of the vote.in favor and 43 percent against.
State Issue 1 will allow local governments to apply for $200 million to clean up abandoned industrial sites known as brownfields for redevelopment and would provide another $200 million to preserve green space.
Most environmental groups backed the measure, but at least two prominent groups opposed it.
The Ohio chapter of the Sierra Club and Ohio Citizen Action said the state Environmental Protection Agency's brownfield cleanup plan is soft on polluters and should not get Issue 1 money.
Opponents also were upset that lawmakers voted against requiring that all documents related to cleanup projects be made public. Lawmakers also turned down attempts to get public advice before money is spent on cleaning up any pollution project.
Gov. Bob Taft has said money from Issue 1 would be used to improve land where former owners or polluters can't be identified. It would not cover the costs when the state knows who polluted the property.
Several environmental groups backed the measure, including the Ohio Environmental Council and the Ohio chapters of the Audubon Soci ety, the Izaak Walton League of America and the Nature Conservancy.
Ohio's big three farm groups, the Ohio Farm Bureau Federation, the Ohio Farmers Union and the Ohio State Grange, also supported the measure.
