Incumbents returned to office
By Lew Moores
The Cincinnati Enquirer
All incumbent officeholders in Hamilton County government were were returned to office, all four of them with solid victories over their opponents.
Robert Goering won in the race for the Hamilton County treasurer's office, defeating Bob Drake, his Democratic challenger, 207,860 to 123,241.
Mr. Goering, who has been Hamilton County treasurer since 1991, had campaigned on his experience and the fact he had returned more than $15 million in unclaimed funds to county residents. Mr. Drake, a math professor at the University of Cincinnati, had run on proposals that included allowing residents to pay bills early, with the money invested and the earnings credited to their tax bills.
In the other contested races, Dr. Carl Parrott, the incumbent, defeated Dr. Ronald Cheek in the race for Hamilton County coroner. The vote was 182,834 to 136,846. Dr. Parrott has been coroner since November 1994.
Dr. Parrott had campaigned on the high degree of professionalism he felt he delivered to the office. He pointed out that he developed a DNA lab and hired well-qualified forensic scientists.
Dr. Cheek, an emergency-room physician at Dearborn County Hospital in southeastern Indiana, had pledged to run an impartial office, one that would be independent from police agencies whose officers and police work they might have to investigate.
Jim Cissell, the incumbent Republican, defeated Eve Bolton, the Democratic challenger, in the race for Hamilton County clerk of courts, 206,451 votes to 133,189. Mr. Cissell has been clerk of courts since 1992.
The office of the clerk of courts processes thousands of civil and criminal court documents.
Mr. Cissell campaigned on further modernizing the clerk's office and developing further use of the Internet to allow electronic filing of court documents, and pointed to developing an award-winning Web site for the office.
Ms. Bolton, a former Hamilton County recorder, had vowed to end patronage in the office and to cut the staff by 15 percent.
Republican incumbent Rebecca Prem Groppe defeated her Democratic challenger Melanie Bates in the race for Hamilton County recorder, 173,998 votes to 148,286. Ms. Groppe has been the recorder for four years.
Ms. Groppe had campaigned on her experience in running the office, while Ms. Bates, an elected representative to the Ohio Board of Education, criticized the heavily Republican county government for its institutional arrogance.
The recorder runs an office that records deeds, liens, mortgages, property transactions and other documents.
