Ohio board turns down requests for shifts to new school district

The state board of education Tuesday denied the request of six Clermont County property owners to transfer their land from one school district to another.
The rejection went against a hearing officer's ruling that recommended the property transfer. The state board will further discuss the issue, and its reasons for the rejection, at its March meeting, spokeswoman Patti Grey said.
Parent Deborah Wilson and her neighbor Carol Glotfelter asked the state to allow their Baldwin Woods Trail property (and that of four other owners) to go from the Clermont Northeastern school district to the West Clermont district.
Ms. Wilson wanted the change so that her daughter could attend West Clermont's Willowville Elementary, which is closer to her home than Clermont Northeastern's primary school.
The property owners say they are considering an appeal.
We are disappointed that the board did not explain their reasons, Mrs. Glotfelter said.
The case went before the voters earlier this month, but it was rejected 1,676 against and 184 for the transfer.
Both school districts opposed the transfer. Clermont Northeastern officials wanted to preserve their population and tax base. West Clermont officials said they have no room to grow.
The Ohio Revised Code allows property owners to seek a hearing from the state Board of Education. The board approved eight property transfers in 2000 and hears up to 40 cases a year, Ms. Grey said.
The property in question generated $7,039 in property taxes for the Clermont Northeastern district last year. The district also has a 1 percent income tax.
