White cop who shot black driver cleared

OWENSBORO, Ky. Owensboro police have concluded an investigation into the shooting death of a black motorist and will not take disciplinary action against Officer Lorhn Frazier.
A report released Tuesday by city officials says the department does not think Officer Frazier, who is white, violated departmental policy when he shot Tyrone Clayton Jr. on Nov. 16. The ruling comes nearly two weeks after a grand jury elected not to bring criminal charges against Officer Frazier and less than a week after release of a report on an internal investigation that concluded he acted inappropriately.
Officer Frazier felt his life and physical safety were in danger at the time of the shooting, Police Chief Allen Dixon wrote in his report.
