        TV picks: Barbra Streisand and Edward Wessex (that's England's Prince Edward) produced this story about an American determined to sneak out Jewish artists and intellectuals before Nazis take control of France.         Star power: The Party, a low-budget independent film to be shot here on digital video this summer, will audition volunteer actors today and for the next two Sundays — April 29, May 6 — at the University of Cincinnati Library.
