House approves annexation bill

COLUMBUS The House on Wednesday approved its version of a plan to make it easier for townships to fight attempts by cities to annex their land.
The 81-16 vote sent the bill back to the Senate, which passed a different version last year. Most of the opposing votes came from lawmakers who represent cities.
The bill would require county commissioners to consider the impact of annexation on other property and to reimburse townships for lost tax revenue for as long as 12 years.
Municipalities would pay 80 percent of the estimated tax on commercial or residential property it annexed for the first three years. After that, the tax reimbursement would drop on a sliding scale.
