Spinney named Clermont County administrator

        BATAVIA — David Spinney, who has served as interim Clermont County administrator since March, will become the new county administrator on June 18.

        The county board of commissioners voted 2-1 in favor of Mr. Spinney over five other candidates. All six finalists for were from Ohio.

        Commissioners Bob Proud and Martha Dorsey voted in favor of Mr. Spinney. Commissioner Mary Walker recommended Ken Geis, the administrator of Union Township.

        Mr. Spinney, who has been with the county as director of planning and development and assistant county administrator since 1994, will earn $97,000 a year.

        “Local government management is my career goal,” Mr. Spinney said. “When I took the position as assistant county administrator, it's certainly something I had thought about. It is certainly something I've wanted to do. I think I can make a difference and I'm looking forward to working with the board of commissioners and helping them achieve their policies and direction.”

        Mr. Spinney succeeds A. Steven Wharton, who had been county administrator since 1991, but resigned in December. The board of commissioners received more than 60 applications for the position.

        The county grew by more than 18 percent over the past decade, with a population of almost 178,000.

        The growth poses a challenge for the county, Mr. Spinney believes.

        “Clermont County continues to be a rapidly growing county, which certainly puts a strain on keeping up with issues relating to growth,” Mr. Spinney said. “There's a number of capital projects that the county has in the planning stages, like jail expansion.”

        But an underlying issue is engaging the population in public policy issues.

        “It's really about engaging,” Mr. Spinney said. “How do you engage the public to help us decide whether this is the best way to address issues. That's become very much on my mind.”
