Police creating new system

        Cincinnati Police Chief Tom Streicher says he welcomes a fair review by federal investigators of his officers' performance. To help achieve that, division supervisors have been hammering out a new, comprehensive officer-tracking system. They researched others — known in police circles as “early warning systems” — but decided to create their own.

        The new one, they say, would:

        • Integrate more information — statistics on use of force, disciplines, complaints, among other things — into one computer database. It would achieve two things: Automatically “flag” problem officers and set out a more specific path for possible action against the officer.

        • Prevent incorrect information. The database will start with officers' correct names and badge numbers. Typists will not be able to vary from those correct versions.

        • Set an overall threshold an officer cannot exceed. Every kind of incident, from car accidents and injured prisoners to vehicle pursuits and firing a weapon, is assigned a point value.

        When an officer reaches a specific point count, the computer should immediately e-mail supervisors. Once an officer is flagged, his or her name will pop up every six months, reminding supervisors to check for more problems or improvement.
