All shelter records sought
ASHLAND, Ky. An animal rights activist in Elliott County has filed an open records request with all 120 Kentucky counties, seeking documents from fiscal 2000-01 on animal shelters.
The request will make the rounds with about 240 county officials and animal control groups, said Randy Skaggs, who filed the request on behalf of his Webbville-based animal shelter, the Trixie Foundation.
Mr. Skaggs said he wants to see records from each county concerning animal control because he believes several Kentucky counties are not in compliance with state law.
Cory Bellamy, special assistant to the attorney general, said requesting records from every county in the state is quite unusual.
With the exception of Randy Skaggs, it's unprecedented, Mr. Bellamy said.
Mr. Skaggs is also involved in an open records case pending before the state Supreme Court.
For the past year, he has tried to obtain records from the Greenup County-based Tri-County Animal Control Center.
Both Mr. Skaggs and Tri-County appealed a May ruling by Greenup County Circuit Judge Lewis Nicholls, which ruled Mr. Skaggs had access to the shelter's records but would have to bring his own copier.
