Oates began the final round with a two-shot lead over Marr, but shot a 72 to finish at 277.
Last year's winner, Adam Holowczak of Parma, finished in a three-way tie for third at 282 with Mike Thomas of Cincinnati and Steven Paramore of Ashland.
Former Ohio State quarterback Greg Frey, a St. Xavier graduate, tied for seventh.
