Lawmakers face tough fall agenda


Complying with school funding order tops list

        COLUMBUS — Finding more money for schools, deciding whether Ohioans will be allowed to carry concealed guns and taxing Internet sales are some of the issues to top the agenda when the legislature returns from its summer recess Tuesday.

        School funding could again become the most divisive and volatile issue.

        The Ohio Supreme Court ruled Thursday that the most recent proposed school-funding fix is inadequate and has ordered lawmakers to find other ways to pay for education.

        Also on the horizon is a proposed ban on the use of the electric chair in Ohio executions, and a Cincinnati lawmaker's efforts to limit access to the abortion drug RU-486.

        Momentum is building in the House to pass a package that would encourage economic growth in the state's poorest areas.

        The issues:
       

School funding
               Channeling money to schools will be the top priority. But many lawmakers are unsure what to do with a shrinking state budget.

        “It's going to be extremely difficult,” said Rep. Tom Niehaus, R-New Richmond.

        The legislature will have to decide to make further spending cuts or to develop

        new sources of revenue. But projected shortfalls and an already picked-over budget mean lawmakers could be in for an even tougher challenge this fall than they faced in the spring.
