Once-fired officer to be promoted

A Cincinnati police officer with a controversial past will be among seven promoted Friday. Officer Robert Hill, fired for his takedown two years ago of an Alzheimer's patient in a convenience store, will rise to the rank of sergeant in the ceremony at City Hall.
He was fired last summer after Chief Tom Streicher called his behavior completely inappropriate, but the city was forced to rehire him after an arbitrator deemed his dismissal unfair. The city appealed the arbitration, but lost.
Officer Hill scored 15th of 66 who passed a sergeant's exam given in March. He has been assigned to the telephone crime reporting unit.
Also rising in rank: Officers Mikle Brown, Chad Richter and Richard Sulfsted, all to sergeant; Sgt. Paul Broxterman, to lieutenant; Lt. Kathleen Howard, to captain; and Capt. Cindy Combs to assistant chief.
