If the election were held today, 51 percent would vote for Mr. Luken for Cincinnati mayor, and 43 percent would vote for Mr. Fuller, the poll said.
The telephone survey, of 500 likely Cincinnati voters, was conducted Wednesday and Thursday and has a margin of error of plus or minus 4.5 percentage points.
The results show Mr. Fuller gaining 4 percentage points from the last poll, conducted last week.
Mr. Luken, the Democrat, has support from older voters (59 percent), white voters (70 percent) and Republicans (67 percent).
Mr. Fuller, a Charter Committee candidate, is leading with young voters (53 percent), black voters (79 percent) and Democrats (59 percent).
Results for the sub-groups have a higher margin of error.
The same poll asked voters whether they support Issue 5, a civil-service reform proposal on the Nov. 6 ballot. Supporters say it will make City Hall more accountable; opponents say it will politicize the safety forces.
The results show Issue 5 passing, 52 percent to 41 percent. But opponents have gained ground in the past week, when the issue was passing 59 percent to 35 percent.
