Luken's top priority: Boosting city's economy

Charlie Luken ran on a platform of more and better police, and improved neighborhoods. But his first priority will be economic development.
I think it's all about economic development in the first 100 days, he said last month. It shouldn't be too hard to get some wins in Cincinnati, and get people to believe we're a comeback city, a gazelle city.
Mr. Luken's platform, A Blueprint for a Better Cincinnati, had three parts:
An anti-crime agenda he called Security with Respect. He favored making the Violent Crimes Task Force permanent and hiring more police officers, but also stepping up recruiting and training.
A neighborhood plan that included a variety of programs, all of which can be accomplished without raising taxes, Mr. Luken said. Those include a moratorium on new low-income housing in the city until the suburbs take on their fair share, an overhaul of the zoning code, and establishing a housing court to enforce building violations.
Economic development initiatives that would focus on the expansion of the Albert B. Sabin Cincinnati Convention Center, the riverfront Banks and the Race Street Corridor.
Mr. Luken also proposed a number of structural changes in the development department and the establishment of an arts commission.
