Special prosecutor named in shooting case
By Jim Hannah
The Cincinnati Enquirer
COVINGTON A special prosecutor has been appointed in the case of a Covington woman charged with shooting the man she accuses of molesting her son.
The office of Jefferson Commonwealth Attorney Dave Stengel of Louisville will prosecute the case. Mr. Stengel, who couldn't be reached Friday for comment, could prosecute the case himself, or name one of his assistants to do so.
Kenton Commonwealth Attorney Bill Crockett requested Attorney General Ben Chandler to reassign the case, citing a conflict of interest.
Because the woman claims Mr. Howell molested her son, she is considered a victim and is a potential witness against Mr. Howell. Mr. Crockett has previously said if he prosecutes her, he could have problems questioning her and her son for the Howell case.
The Enquirer is not identifying the woman to protect the identity of her juvenile son. Mr. Crockett couldn't be reached Friday afternoon for comment.
Mr. Howell was shot twice once in the groin, once in the abdomen outside of the Covington police station Nov. 29. He had been let out of jail Nov. 28 on $1,000 cash bond after being charged with possession of child pornography and trafficking in marijuana within 1,000 yards of a school.
The woman has said in court that she shot Mr. Howell because he allegedly molested her teen-age son.
Police have added nine counts of sodomy to the charges against Mr. Howell.
