Lebanon budget may alter


Council views proposed changes

        LEBANON — City Council gets its first look tonight at proposed changes to the 2002 budget — changes that at least one councilman has suggested include cuts in personnel spending.

        Council approved a 2002 budget in November that had been written by City Manager James Patrick and City Auditor Greg Dixon. Both officials resigned days later, however, as the new council prepared to take office.

        James Reinhard, chairman of the finance committee, said the city has “too many chiefs and not enough Indians.”

        Council also will discuss a company's plan to refurbish Lebanon Commons, a low-income apartment complex on Columbus Avenue, Planning Director Marty Kohler said.

        Buckeye Community Hope Foundation has asked for local endorsements so the group can get tax credits to help pay for the project.

        Buckeye Community Hope, based near Columbus, said it plans to spend $1.6 million to renovate Lebanon Commons' 20 two-bedroom apartments.

        “It definitely needs refurbishing,” Mr. Kohler said. “I would like some kind of guarantee that the buildings won't degenerate into the condition that they're in now.”

        Warren County commissioners decided Tuesday to wait until Lebanon had weighed in before acting on the request.
