Springdale honors three citizens, two officers

Awards recognize help in solving robberies, capturing fugitive

By William A. Weathers
The Cincinnati Enquirer

SPRINGDALE — Five people, one of them an off-duty sheriff's deputy, were honored Wednesday night with the city's Citizen Award; and three law-enforcement officers received the Officer Award for their actions that led to arrests in three separate criminal cases.

The awards recognize “the crucial bond needed between the citizenry and law enforcement in keeping the public order,” city officials said.

        • Michelle Mincy, Stephanie Price and Kenneth Pendleton were presented with the Citizen Award for their assistance to police in arresting two armed men who robbed Finer Diamonds on Sept. 29.

Ms. Mincy was on the telephone with an employee of the store at 137 E. Kemper Road when the men came in and herded employees into a restroom. She heard the commotion and immediately called police. Ms. Price was in the parking lot and witnessed the robbers leave the store with an employee as hostage. She stayed at the crime scene and told investigators what she had observed.

Mr. Pendleton, an off-duty Hamilton County sheriff's deputy who observed the robbery, help secure the crime scene for investigators.

The robbers were captured when their car wrecked in nearby Sharonville. All the jewelry was recovered.

        • Frank Mefford received a Citizen Award for his assistance in catching the man who robbed a Bank One branch on Princeton Pike on Sept. 20. Mr. Mefford noticed a suspicious-looking car near the bank when he came to work at a nearby business. He jotted down the license plate number.

At 9:05 a.m. that day, two men robbed the bank. Mr. Mefford's information enabled police to locate the getaway car, which led to the arrest of a suspect.

        • Diana Bolser received a Citizen Award and Springdale Police Officers David Buschman and Barry Norris and Capt. William Hafer received the Officer Award for their efforts in arresting Clayton Lee Waagner on Dec. 5. Mr. Waagner was on the FBI's 10 Most Wanted List.

Ms. Bolser, a employee of Kinko's on Princeton Pike, pointed out Mr. Waagner to officers after they arrived at the store. The three officers arrested Mr. Waagner.
