New report affirms police findings on Roach

Cincinnati City Manager Valerie Lemmie on Thursday released the report by the city's Office of Municipal Investigation on the shooting of Timothy Thomas by Officer Stephen Roach.
It reiterates the themes Police Chief Tom Streicher stressed in his report last month to City Council that Officer Roach broke from procedure by running with his finger on the trigger of his gun and that he was dishonest in his initial interviews with investigators.
The report adds one new recommendation: that the city not consider Officer Roach eligible for rehire or reinstatement.
OMI exonerated Officer Roach on one thing that he had reasonable cause to believe Mr. Thomas was a wanted person and that Mr. Thomas was therefore subject to a lawful seizure.
The report was originally dated April 22, when it was sent to Ms. Lemmie by Mark Gissiner, acting OMI manager, who said he wouldn't release it until she authorized him to do so. Since the report like the Cincinnati police internal affairs one was released after Officer Roach began working in suburban Evendale and was acquitted in court, its findings have no weight. Evendale officials and Officer Roach's attorney shrugged off the report Thursday as politically motivated, considering that it was released hours before Officer Roach was put back on patrol in that city.
Evendale Police Chief Gary Foust said he hasn't seen the report but plans to get a copy today and review it.
The timing is ironic and questionable, Chief Foust said.
