Missing cartridges slow count in Kenton, Campbell counties

Final election results in Kenton and Campbell County were delayed nearly an hour Tuesday night because of glitches involving machines no one used to vote.
In the Independence 5 precinct in Kenton County, workers did not return a cartridge from one of two voting machines there, because no votes had been cast on that machine. However, Kenton County Clerk Bill Aylor said the cartridge had to be returned before a computer would tally final results. Even if no votes are cast on a machine, all cartridges must be returned as a guard against possible fraud.
Mr. Aylor said election workers were trained to return cartridges from all machines, even if votes weren't cast on them.
At the Campbell County Board of Elections, results were delayed for the same reason, Clerk Jack Snodgrass said. Five unused cartridges from the Alexandria area were not turned in.
Sheriff's deputies in both counties were sent to retrieve them from the precincts.
The precinct workers figured they didn't need to bring them in, Mr. Snodgrass said. I should have known, but I didn't.
