FAIRFIELD — A Fairfield police officer was suspended with pay Wednesday and faces dismissal for allegedly engaging in sexual conduct with an under-age girl.

        A pre-disciplinary hearing on charges alleging insubordination, dishonesty, immoral conduct and failure of good behavior against Officer Thomas E. Lucas is set for 10 a.m.

        Tuesday, in the municipal building. Fairfield Police Chief Michael Dickey has recommended Officer Lucas be dismissed.

        Officer Lucas is accused of twice engaging in sexual conduct in fall 2000 with a girl, thought to be 12 or 13 at the time. The first time alleged was while the officer was working an off-duty detail in Fairfield.

        The second time was when the officer was alone with the girl at his Hamilton home, according to a memo Chief Dickey filed with Fairfield's director of human resources.

        Officer Lucas is also accused of trying to skew the results of a polygraph test and failing to provide truthful answers to investigating officers and the polygraph examiner.

        Police said a Butler County grand jury did not return an indictment in the case.

        Officer Lucas was put on paid leave April 11 when the allegations surfaced.

        He had been assigned before then to Fairfield Intermediate School, where he had been a Drug Abuse Resistance Education officer since 1999.

        He has been a Fairfield officer since August 1988.
